As Career Connect’s Achieve team conclude delivery of the HMPPS CFO3 contract, we reflect on its successes.


Achieve began delivering CFO3 across the Northwest in July 2015, with the task of supporting prisoners and people on probation into education, training and job opportunities. This contract comes to an end in July 2024. The contract was co-financed by His Majesty’s Prison and Probation Service (HMPPS) and the European Social Fund.

During the contract, Achieve has supported people in prisons and those subject to probation in a variety ways:

  • Supporting over 19,000 enrolments on the programme.
  • Delivering 7000 supportive interventions.
  • 7500 accredited courses completed by our participants.
  • Supporting more than 1800 people to secure employment.

A number of specialist organisations helped us to deliver these outcomes, including:

  • Lancashire Women
  • Margaret Carey Foundation
  • Recycling Lives
  • Restart Trust
  • Revision
  • Salford Foundation
  • Sefton CVS

Whilst our contract will end in July 2024, we remain committed to supporting our participants with the help they require. In the next few months we will gradually taper down new enrolments, complete ongoing work with our existing participants and ensure a smooth handover to new or existing providers.
